1. The Scope of Commercial Products on GSA Schedule

Not every commercial product sold in the private sector can be legally listed on a GSA Schedule contract. The Trade Agreements Act (19 U.S.C. § 2501 et seq.) dictates that products acquired using federal contract funds must meet strict country-of-origin standards:

TAA Designated Country Origin

Products must be manufactured, or substantially transformed into a new and different article of commerce, either within the United States or within a TAA-designated partner nation.

Non-TAA Exclusions

Items originating from non-TAA countries (such as China, India, or Russia) without substantial U.S. transformation are strictly barred from schedule contracts to prevent audit violations.
